Bagi pengguna kendaraan bermotor selalu ada fenomena yang aneh namun sudah menjadi biasa di Banjarmasin, Kalimantan Selatan yakni menjamurnya penjual bensin eceran dan juga pemandangan selalu antrenya di setiap SPBU yang ada di kota ini. Hingga 11 April 2013 antrean kendaraan untuk mendapatkan bahan bakar bersubsidi di stasiun pengisian bahan bakar umum di Banjarmasin dan sekitarnya, di Provinsi Kalimantan Selatan masih mengular. Untuk mengatasi masalah ini, Wakil Gubernur Kalsel Rudy Resnawan mengatakan, pihaknya sudah berjuang, namun hanya mendapatkan tambahan kuota premium sebesar 3,66 persen.
Rudy sendiri berjanji pihaknya akan terus berjuang mendapatkan tambahan kuota sebelum Anggaran Pendapatan Belanja Negara Perubahan ditetapkan. “Kami telah berupaya dengan meminta tambahan kepada BPH Migas (Badan Pengatur Hilir Minyak Bumi dan Gas), tapi tambahannya cuma segitu. Kami akan terus berjuang, baik melalui surat maupun komunikasi langsung,” ucapnya.
Menurut Rudy, untuk mengatasi krisis bahan bakar dalam jangka pendek, pihak Pertamina telah siap mengalihkan pasokan bahan bakar dari SPBU yang lokasinya berdekatan ke SPBU lain yang melayani wilayah luas. Misalnya, di Jalan Sultan Adam, Banjarmasin, terdapat tiga buah SPBU maka sebagian pasokan bahan bakar bersubsidinya akan dialihkan ke SPBU lain yang melayani wilayah luas.
“Dengan catatan, itu atas permintaan pemerintah kabupaten/kota,” ucapnya, Rabu (3/4/2013) di Banjarmasin. Pemerintah Provinsi Kalsel sendiri sebenarnya masih memberlakukan pembatasan pembelian bahan bakar, baik premium maupun solar bagi konsumen. Namun di lapangan kebijakan itu banyak tidak ditaati oleh pihak SPBU.
