Wacana Harga Sim Card Mahal – Harga SIM Card atau kartu perdana ponsel di Indonesia rencananya akan dibikin mahal menjadi Rp.100.ooo, Dirjen Sumber Daya dan Perangkat Pos Informatika (SDPPI) Kementerian Kominfo Muhammad Budi Setiawan, menjelaskan harga kartu perdana akan dijadikan lebih mahal karena penetrasi seluler di Indonesia sudah 120%.
“Kalkulasinya, jika kartu perdana mahal, hanya orang yang benar-benar ingin berkomunikasi yang membeli kartu perdana tambahan,” jelas Dirjen SDPPI yang juga Wakil Ketua di Badan Regulasi Telekomunikasi Indonesia (BRTI).
Menurut Kepala Pusat Informasi dan Humas Kementerian Kominfo, Gatot S Dewa Broto, usulan BRTI untuk menaikkan harga SIM Card jadi Rp 100 ribu ada di dalam draft revisi Rancangan Peraturan Menteri (RPM) tentang Registrasi Pelanggan Jasa Telekomunikasi No. 23 tahun 2005.
“RPM ini belum diuji publik dan masih dalam tahap proses. Belum tahu kapan dilaksanakan karena masih dikaji di internal Kominfo. Kalau surat dari BRTI sudah dikirimkan cukup lama,” ungkapnya saat dikonfirmasi detikINET, Selasa (3/7/2013).
Yang menjadi alasan harga SIM card naik jadi Rp 100 ribu tak lain karena selama ini harga kartu perdana dijual terlalu murah. Harga pasaran terendah ada yang dijual Rp 2000, atau bahkan gratis.
“Sehingga kadang orang ada yang mudah saling ganggu dan habis itu dibuang. Akibatnya, penomoran yang harusnya sumber daya terbatas jadi boros di operator,” jelasnya lebih lanjut.
Selain itu, harga kartu perdana yang murah diiringi bonus jor-joran dari operator, membuat SIM Card sering kali dijadikan alat untuk promosi dan cenderung mengarah spamming. Misalnya, SMS tentang penawaran kredit tanpa agunan (KTA) yang sering tak diinginkan di inbox ponsel pelanggan.
Gatot pun mengakui bahwa kebijakan ini sangat sensitif. Itu sebabnya, pemerintah harus berhati-hati dengan kenaikan angka tersebut dan harus mempertimbangkan nilai ekonomi masyarakat.
“Kami juga mengingatkan BRTI apakah angka Rp 100 ribu itu sudah dihitung nilai keekonomiannya. Jangan sembarang tetapkan angka tanpa alasan jelas. Selain itu apakah sudah dihitung social cost-nya, karena jangan sampai dianggap menaikkan tarif meski sesungguhnya tarif tidak naik,” tegasnya.
“Dan yang lebih penting lagi, bagaimana dengan verifikasi datanya. Jadi masih harus banyak yang disempurnakan. Kalau tidak, kasihan Pak Menteri (Tifatul Sembiring) karena dianggap buat rancangan tanpa kajian komprehensif, meski tujuan revisinya sih baik-baik saja,” pungkas Gatot. (detik)
